Our client is a leading MNC chipmaker in the computing and communications industries.

Description: 
 These positions will be open for Shanghai. In this position, you will be required to relocate to Zizhu Campus in Shanghai, with local pay or soft landing arrangement according to site policy. Job Title: Program Manager for Security Toolkits and XML operation. You will be an individual contributor and the focal point for all operational processes within XML Engineering Team (XET). This includes direct management of all logistics and ensuring the success of it Security Toolkits project, chairing PDT (Product Development Team) meetings, and working with engineering team, business development team, software product service team and support team to ensure the product development on track and flawless execution. Other key roles include monitoring the customer support health of both security toolkits product and XML software suites products, through designing indicators and metrics, and monitoring these on a regular basis, also able to challenge the status quo and raise the flag when issues happen or short of resources. This position reports to the manager of XET. XML Engineering Team is an organization with a mission to drive highly optimized solution for XML and web service security. To do this it works closely with sales teams, global OEM/ISVs and standard bodies, as well as other labs and business units within It. Your responsibilities will include but not be limited to:

  • Accomplishing program goals through others while maintaining relationships. 
  • Leading and influencing project execution decision affecting project characterization and funding. 
  • Facilitating the definition of the decision making model for the project. 
  • Taking the initiative to drive agreement, problem solving, and/or decision making. 
  • Driving the right tension to achieve the appropriate balance of business process and application efficiency and/or results.

Plan Development and Execution:

  • Integrating and coordinating all project or program plans to create a consistent, coherent document. 
  • Carrying out the plan by ensuring activities are performed. 
  • Ensuring business continuity plans and deliverables are included in program scope and exit criteria for the respective product lifecycle phase.

Requirements management:

  •  Ensuring the project or program achieves the critical success indicators (CSIs), establishes an agreed upon change control process with stakeholders to manage program changes through a change control board.

Risk Identification and Management

  • Identifying risks that might affect the program and documents their characteristics. 
  • Performing analysis of risks, including the likelihood of occurrence and potential impact. 
  • Developing risk responses to prioritized risks to reduce threats and enhance opportunities. 
  • Tracking risks and monitoring residual risks and ensures the execution of risk plans and their effectiveness.

Performance Reporting:

  • Collecting and disseminating information on program performance, including forecasting, status reporting, and resource allocation. 
  • Monitoring indicators and progress to identify variances from plan for escalation as appropriate. 

Qualifications 
You should possess an M.B.A. or a Master of Science degree with more than five years experience. You need to have several years of project or program management experience, as well as extensive knowledge of software development processes (Plan, Finance, Staffing, HR, Purchasing, Corporate Services, and others). You should have at least a Bachelor of Science degree in Computer Science, Information System or related discipline with six to ten years of solid technical and project experience in enterprise application and/or system development, experience with managing production teams, ideally combined with clear knowledge depth and breadth in some of the following architectural domains:

  • Strong communications, leadership, and project management skills. 
  • Service-Oriented Architecture and Development, Service-Oriented Infrastructure and Autonomic Computing, Enterprise Services and Operations Management. 
  • Enterprise Portal and Information Management, Enterprise Converged Collaboration and/or Communications, Enterprise Information Integration Services. 
  • Work experience in software architecture for performance critical applications, such as OS, database, or compiler. 
  • Strongly influences cross-organizational business process improvement and change. 
  • Excellent verbal and written communication skills, with experience as lead engineer or manager for software development. 
  • Ability to influence without using authority. 
  • Organizational Savvy: Understands and effectively manages organizational politics. 
  • Process Improvement and Program Lifecycle Management: Detail Orientation, focuses on details to ensure clarity and accuracy of documentation. 
  • Experience with XML and underlying middleware support libraries and runtime support.
