Our client is a well-known MNC company in various technology and services industries.

Primary Responsibilities:

The role of the Q&P Manager is to track the tendering opportunities, to manage the tender pipeline, to prioritize the opportunities, to execute the tendering projects and to handover the project to the project manager once the contract is signed. 

He or She will report to the business leader and will lead a cross-functional team including, Finance, Product Management, Sales, Marketing, Engineering, Supply chain, Sourcing and Legal to deliver a contract ready to be signed by the customer, ensuring optimum delivery in terms of quality, cost, time, business objectives and compliance, ensuring also full application of the ITO process. In particular, he or she will be responsible to ;

• Build and maintain the tender pipeline.
• Lead and document initial evaluation of each request in terms of solution gap, risks, competition, impact on business in order to support prioritization through preliminary bid review.
• Perform compliance review of RFQ's and contracts.
• Coordinate and work with cross functional team to prepare competitive proposals, develop proposal cost by collecting cost information based on products, engineering, subcontracts, taxes, tariffs, inflation, shipping, and interest.
• Organize proposal Package consisting of forms, Certifications, Presentations, Binders, proposal documents and letters.
• Prepare and present presentations with. recommendations to senior level management for each steps of the process where management decision or approval is required
• Ensure the opportunity fits business goals.
• Perform competitive analysis by gathering market data and compiling it, analyzing the results.
• He or Se will also be an active actor, together with the Quality team,  to lean the ITO process constantly.

Qualifications Required:

• Bachelor of Science Degree in such areas as Electrical, Mechanical, Civil, Systems or Equivalent experience.
• At least 3 years of experience working in railway domain in China.
• 1+ year experience in project management or equivalent.
• 2+ experience in system design or system integration.
• Sourcing or supplier management experience.
• Demonstrated Leadership, clear thinker, inclusiveness skills.
• Self starter and good learner.
• Strong oral and written communication skills in Chinese and in English. 

Desired:

• Contract/subcontract/proposal administration. 
• Proficient use of personal computers and software applications, especially Microsoft Excel, Word, and Access.
• Working knowledge of international and domestic signaling and traffic management systems and of major signal manufacture's equipment required.
• Proficient application knowledge of GETSGS manufactured equipment
• Signaling schematic interpretation skills. 
• Ability to work unsupervised, and takes initiative in obtaining necessary support and materials to complete tasks assigned.
