Job Description:

BS or AS degree, with Electric Power Generation Industry and Commercial experience.  Must demonstrate business acumen, and be able to travel for Customer Meetings.
Desired background:   Engineering or Specific Technical degrees, Masters Level studies, Matrix Management experience, and Greenbelt or Blackbelt Quality certifications.  Specific WIND or Thermal Segment experience is helpful according to posting requirements.  Also desired are Sales/Marketing, Project Management, and multi-segment power equipment experience.

Responsibilities:

• Leads the Technical Proposals development in the Commercial Team as directed by the Team Leader (TL).
• Matrix coordination of all technical disciplines in the Proposal Team
• Accountable with TL, for high quality & accurately costed technical proposals, sustaining profitable and executable orders.
• As determined by TL, owns the technical analysis of Customer inquiries, to determine proposal requirements, scope of supply, and winning bid strategies 
• Supports Sales by providing technical expertise and timely responses to specific Customer questions, including technical negotiations & clarifications directly with Clients. 
• Technical Operations transactional participant in the Risk Processes  
• Co-Leads the technical Handoff/Transition and supports Customer kickoff meetings, First Project Review, etc.
• Responsible to execute proposal cycle time reduction, proposal quality improvement, and technical Risk analysis optimization initiatives with TL support.
• Functions including technical risk management, technical issues management, proposal tools deployment, Growth initiatives, Six Sigma Initiatives, etc. as requested by the Team Leader or Manager. 
• Measurements include Customer Feedback, orders OP, budgets, proposal quality & timeliness variance to want, Hit or Win rate, lessons learned capture, cost of Quality reduction, Imagineering / Growth contributions, it values, degree of TL supervision required, personal learning and development progress.
