Tendering Engineering Manager(2930)

Company Background:

Our client is the global specialist in energy and transport infrastructures.

Responsibility:

  • Technical lead and co-ordination with other project team members within the project (Tender Manager, procurement, quality.
  • Technical lead and co-ordination with sub-suppliers, external partners, PEC and other ALSTOM Sectors/Segments (B, T, I, C) involved in the project.
  • Technical lead and co-ordination of the assigned proposal under the overall lead of the Tender Manager.
  • Link to the Tender Manager and Tender Engineers. Forming the engineering core team (Tender Engineers) of the tender (P sector engineering/equipment scope) in order to secure the success of the project.
  • Nomination of Tender Engineers in co-operation with Tender Engineering Director.
  • Leading and supporting the Tender Engineering team taking into account the time-cost-quality and targets. Interface to engineering activity: instruction and guidance of the Tender Engineers.
  • Detailed technical offer preparation schedule, based on overall offer preparation schedule. Decisions which improve the project objectives.
  • Initiation and co-ordination of technical decisions within the project such as: cycle and equipment optimisation based on input from SM/TM. Selection of the main components (ST, HRSG) based on input from SM/TM.
  • Definition of the degree of modularisation and prefabrication in line with the erection strategy.
  • Preparation of the civil and erection bills of quantities to be submitted to construction/erection department.
  • Technical negotiations/co-ordination with sub-suppliers, ALSTOM internal and external partners in technical related issues under the overall lead of the Tender Manager.
  • Definition of technical risks and evaluation of provision/contingencies in co-operation with the Tender Manager. Technical check list and performance guarantee risk report in co-operation with the Tender Manager.
  • Project scope completeness, consistency and technical integrity
  • Assisting Tender Manager in translating target price into target costs for each partner and co operation in ensuring achievements of results.
  • Cost solidity (estimate, budget, firm offer from sub-suppliers) for P engineering/equipment scope
  • Support to Tender Manager for analysis of costs/price for non P engineering/equipment scope
  • Cost calculation; cost completeness for P engineering /equipment scope.
  • Technical guarantees (customer and partners), performance data
  • Technical negotiations with customers under the overall lead of the Capture Team Leader
  • Implementation of procurement concept defined by Tender Manager m co-ordination with procurement department.
  • Internal engineering and cost reviews.
  • Tracking of project objectives and initiating corrective actions where required
  • Supporting the ALSTOM policy according to project winning strategy as defined by SM/TM
  • Engineering interface towards the client internal and external partners
  • Ensuring complete and accurate technical offers and technical project documentation, finalisation of document.
  • Ensuring that the proposal is in confornity with the specification or deviation strategy as defined by Tender Manager.
  • Technical presentation of projects to customers and ALSTOM power groups.
  • Ensuring that the technical input is in line with ALSTOM enquiry specification/requirement, regarding DOW, scope, limit of supply and interfaces.
  • Ensuring that the technical input proposed by internal and external subcontractors are in line with ALSTOM enquiry specification/requirement, regarding delivery time, agreed deviations to the specification and technical guarantees and performance.
  • Ensuring that technical deviations provided by each partner are not in contradiction with each other and the overall project deviation strategy.
  • Supporting the Sales and Tender Manager in project strategy, in influencing of specification technical presentations.
  • Technical support in preparing screening request.
  • Controlling the engineering project filing system and utilising PIRS.
  • Analysing the technical specification, developing the project guidelines.
  • Leading the technical part of the complete offer team.
  • Preparation of the technical part of the offer in co-ordination with the Tender Manager.
  • Leading of the technical tender kick-off meeting, the technical tender review meetings.
  • Technical input for risk review (risk log report).
  • Consolidation of the technical tender documentation.
  • Consolidation of the technical deviations and comments.
  • Cost calculation under consideration of the specific cost packages, worked out by the Tender Engineers and sub-suppliers, under the overall lead of the Tender Manager.
  • Evaluation of actual costs to target costs for ALSTOM internal and external partners in support of Tender Manager/Sales Manager.
  • Supporting the Tender and Sales Manager in the analysis of the tender opening results, project winning strategy, customer questions and clarifications.
  • Leading of the technical tender negotiation under the overall lead of the Capture Team Leader.
  • Supporting the Tender and Sales Manager in the formulation of the final contract
  • Preparation of the technical project transfer documentation for handing over to execution.
  • Transfer of the technical part of the contract /offer to the Project Engineering Manager.
  • Process Maps and related Work lnstructions as applicable for this Position define the detailed Tasks These are available on an intranet web site, related to processes

Requirements:

  • BS or MS degree in engineering or equivalent
  • Experience with the project management tools/methods as cost calculation, time scheduling, DOW risk management
  • Knowledge of electronic data processing (MS Office)
  • Proficient in English language (in writing and speaking)
  • Second foreign language is welcome.
  • Good internal network
  • Basic Knowledge of industrial management and industrial administration (commercial aspects of projects) including proforma calculations (Net Present Value, NPV)
  • Entrepreneurial attitude and appearance, cross cultural abilities
  • Knowledge of the market for the main components and main systems
  • Good and detailed knowledge of the product line, the turnkey power plant.
  • Working knowledge according to sales process, engineering process, working guidelines and tools.
  • Sound technical knowledge

Job Location:
