Description:
To support the fulfillment of the In-County-For-Country growth strategy by researching, informing and influencing government & industry thought leaders & policy makers to facilitate the expansion of IT's product and services in the healthcare sector globally.
Key responsibilities/essential functions include:
- Lead design and implementation of GR initiatives focusing on interventional treatment and influencing desired policy outcomes
- Interact with related central and provincial government agencies and acquire actionable market intelligence and information on upcoming policy change in the rural and county healthcare fields;
- Monitor implementation of key government policies at the central and provincial level, including personnel training requirements, equipment license control and allocation, and collective tendering
- Work with external stakeholders to create partnerships aimed at achieving specific policy and business goals supporting Interventional business
- Map key policy-makers and influencers; build and maintain a network of influential contacts at different levels in Government Departments relevant to GEHC growth in the geographic area.
- Provide analysis and advice to Interventional Systems strategic product planning processes based on detailed understanding of specific Government Policy, and strategic initiatives relating to healthcare.
- To play a key influencing role, to facilitate the expansion of GEHC products and services by:
- providing recommendations on relevant technology & bioscience development to government select committees - providing informed technology and science inputs to support Industry R&D Directorate initiatives and influencing technology investment plans - Providing research, analysis and recommendations on relevant technology & biosciences developments to support early screening, diagnosis and treatment of relevant diseases

Required Qualifications:
- Master's Degree in Economics, Management, Political Science, English or related field, and a minimum of 3 years of experience working in a government relations role or within government OR minimum 5 years experience working in government or a government relations role.
- Considerable experience interacting with working level government officials. Strong understanding of government protocol. Detailed knowledge of policy implementation at the provincial and below level.
- Demonstrated experience understanding and supporting business needs through partnerships with external parties; experience in working within or for associations or non-governmental organizations (NGOs) a plus
- Ability to understand IT Corporate's and IT Healthcare's policy-related goals and proactively identify opportunities to meet them
- Experience and demonstrated aptitude both managing and prioritizing multiple projects and initiatives
- Strong working knowledge of English and Chinese languages (oral and written)
- Excellent written and verbal communication skills with the ability to effectively communicate complex business issues
- Integrity: Accepting and adhering to high ethical, moral, and personal values in decisions, communications, actions, and when dealing with others
Preferred Qualifications:
- Medical Doctor with interventional or surgical practice experience
- Strong Medical Device or Pharmaceutical industry experience
- Ability to work within a matrix organizational environment and to interact with executives at the most senior levels
- Strong interpersonal and leadership skills
- Able to work to a clear and measurable set of deliverables using own initiative and with strong influencing skills with employees at every level within Healthcare.
